Does connecting via Tor Browser work? If yes, you can also use it as a temporary solution. If yes, that would also mean, that something is interfering with internet settings, like antivirus. If no, your IP is blocked.

    hosts:
    # Copyright (c) 1993-2009 Microsoft Corp.
    #
    # This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
    #
    # This file contains the mappings of IP addresses to host names. Each
    # entry should be kept on an individual line. The IP address should
    # be placed in the first column followed by the corresponding host name.
    # The IP address and the host name should be separated by at least one
    # space.

    # Additionally, comments (such as these) may be inserted on individual
    # lines or following the machine name denoted by a '#' symbol.

    # For example:
    #
    # 102.54.94.97 rhino.acme.com # source server
    # 38.25.63.10 x.acme.com # x client host

    # localhost name resolution is handled within DNS itself.
    # 127.0.0.1 localhost
    # ::1 localhost

Any chance your desktop is using wireless connection?

If so do you have a cell phone with hotspot. If so connect through there to get different IP address to determine if being blocked.

Sorry, thought you were on desktop.

You tried Tor and it worked.

If you have cell can you connect to mobile hotspot. Test your mail and normal browser.

Sounds like your web/email host is blocking your current external IP ... I'm guessing your cell isn't connecting thru your modem/router, but using your cell provider and that's why it works. If that is the case you could try the following ...
    1. You can use Whats My IP Address - IP Address, Whois & IP Tracing to get your current IP
    2. You can contact your web/email host and see if/why their blocking your IP
    3. Log into the modem/router admin and see if you can renew your IP.
    4. You could turn off your modem/router for awhile to get a new IP.

Note: There's no way to know how long you have to leave your mode/router turned off. Sometimes it can take a few minutes or it might take a couple hours, just depends on your ISP (For me it's at least a couple hours before my ISP will assign me a new IP)
