Chrome is stuck at "establishing secure connection..." on all pages

Since I reinstalled Windows 10 onto my new 480GB SSD, booting alongside Windows 7, Chrome has been acting super strange. This is annoying due to the fact that I've used Chrome since XP without a hitch until now. I've read that some people have issues with it regarding the April Creator update (although the issue is mostly non-existent for April Creator users it seems), but I'm not downgrading back to 10240.

The main issue it has is that it seems to take an absurdly long time to load any webpage I try to visit, having the "establishing secure connection..." message in the bottom left for a long while. Sometimes, the page will load, but usually Chrome comes back with, "Couldn't load [website here], it took too long to respond." This happens even with google.com or Google Drive, their own services. As a troubleshooting method, here's what I've tried to no avail:

    -Reinstalling Chrome, multiple times
    -Disabling all of my extensions

Just to be sure it wasn't my machine, I tried another browser, Edge. It works as expected. That's what I'm using at this very moment. Also tried IE 11 and it has no noticable issues.

Before making this thread, I looked at other threads here to see if anyone else had the same issues. I came across this one here: Internet browsers all come up with "Can't reach page" It gave a couple of CMD commands in order to possibly fix a similar issue:

    ipconfig /flushdns
    (Clear the dns cache)
    nbtstat -RR
    (release and refesh NetBIOS names)
    netsh int ip reset
    (reset ip settings)
    netsh winsock reset
    (Reset Winsock Catalog)
I gave those a try and Chrome seemed to work almost 100%. But after I restarted, it was back to "establishing secure connection..." again. I have not tried Firefox yet. If anyone could give some insight here, I would VERY much appreciate it. Edge isn't bad, but I'd like to continue using Chrome if possible.

    Thanks,
    Robert

    Hi Robert.

Those commands look familiar, all the way down to the typo. I fixed it in refesh.

So after you ran commands it worked. You then did a restart and it failed. Did you go into Win 7 as part of the restart? AsRock has instant boot utility, I assume you are not using.

When you re-installed any chance you used static IP, changed DNS server or added Privacy package?

Rather than running all four commands, run one and test. This should help to identify what part is not right.

By the way did you check drivers. If Asrock has drivers I would use those rather than generic, like the LAN driver for Win 7. On subject of drivers, are any devices showing with error conditions.

Yeah, I just copied the text from the other thread and quoted it. Hope that's alright.

I did not go into Windows 7 when restarting. Didn't think of trying that and plus 10 will run automatically after 5 seconds if I don't provide input at the dual-boot menu.

When I reinstalled, the only thing I changed in my network settings is changing the DNS server to 8.8.8.8 (Google's) in attempt to see what that would do. It didn't fix a thing. My IP is set to auto obtain.

I'll run each command one at a time and report back.

After install I realized that I didn't need to use the Asrock LAN driver to go online on Windows 10 (I installed the driver on Windows 7), but after seeing how Chrome acted, decided to run the LAN driver in hopes it would fix it. Didn't do a thing. The driver on the disc was written for up to Windows 8.

So I ran all four commands, one at a time, with a restart in-between. Nothing has changed that I've noticed, except that some of my favorited URLs seem to load, while others will show up while still showing "establishing secure connection...", most still don't load at all. If I want to go to another page in this scenario, I have to stop loading the current page and then tell Chrome to go to the new page. I haven't tried installing Chrome on Windows 7 yet, I was about to go do that. I did however, get this response while running the netsh int ip reset command. Is it normal to have one of those lines say failed and then access denied?

When you load the Windows 8 lan driver did you confirm in device manager that it had indeed been accepted as the driver, that the Windows 10 driver had not been installed?

If you copy and paste this location in File explorer ther should be a file in this folder called hosts

    C:\Windows\System32\drivers\etc

If you right click and open with Notepad you should get a file and every line should start with the # symbol. Like this.

Do you have any extra lines that start without the # sign?

I just checked the LAN driver in Device Manager, and I decided to see what would happen if I went to reinstall it. It gave me the option to repair, meaning that it had already been installed. The name of the controller is also "Realtek PCIe GBE Family Controller," rather than a name that Windows would give it. Here's the driver details after I went ahead and repaired it.

It's noted to have the "Windows Hardware Compatibility Publisher" as the digital signer because of the repair. Before, it simply said, "Microsoft Windows."
Both of the driver files are provided by Realtek.

As for the Hosts file, I checked it and it looks identical to yours.

When is the last time you cleared your browsing data in chrome?

Okay, I would suggest your run the network reset.

Start > Settings > Network and Internet > scroll to the bottom of right hand side > Network rest

This could mean reinstalling any special communications software you have, like VPNs etc. That said you didn't mention any.

Then run those four commands again (yes it okay for one to fail). Then restart. Clear all browsing data, save your passwords and test.

I went and cleared all of my Chrome browsing data, performed the network reset function, and ran those four commands again.

All I can say is that it was not resolved, not even in the slightest.

Just to know if it's my hardware or not, I went back to Windows 7 and tested a fresh Chrome install. It works without so much as a hitch, regardless if I choose google.com or downloadmoreram.com (I know that site doesn't actually give you more ram)

I'm starting to believe that it's something related to my Windows 10 install, how I upgraded to Spring Creators from RTM, rather than fresh installing Spring Creators, because I lack install media for it.

Sorry for the late reply, I got caught up with work and other stuff.

EDIT: Perhaps it actually is my install, because Discord has problems loading image and video preview thumbnails, usually timing out to the "load failed" image. Reinstalling that didn't do anything either, but let's focus on Chrome, my bad.

Then you could do an inplace repair / upgrade. As you are on 1803 it will be a repair. It is a non destructive process but I always recommend a backup of personal data.

Repair Install Windows 10 with an In-place Upgrade

Basically you download MCT, execute MCT, create USB drive, navigate to setup on USB drive and double click.

Alternatively you can also use USB drive to clean install 1803. Know your Edition (Home / Pro). For sure have data backed up.

I'm going to try an in-place upgrade first, and that doesn't do the trick, I'll go ahead and completely reinstall fresh.
