Hi, I have had very much an almost identical experience to the last user, followed your steps and I'm back where I started so cheers for that. But...and I think this was mentioned previously, when changing Cryptograhic Services to Local System Account I can not install any software, updates on windows etc. Everything from an intel driver update, Windows trouble shooter, VLC player will download but always fail to install. If I reset Cryptograhic Services back to it's original state I can then install everything I mentioned....but Google Chrome goes back to being almost unusable, waiting for a page to load or not loading at all. I have to use Edge or Firefox which are instant in loading and rendering any page but would I'm so used to Chrome I would prefer to use that.
This all started with the 1806 and 1809 Win 10 update which wouldn't install. Months of giving me problems booting my laptop because of these updates I went back to doing a fresh install of Win 10 with the 1809 update now installed. I have reinstalled Win 10 4 times in 2 days in hope thinsg would change but so far I can't get past this Chrome issue...not knowing if it's Win 10 or Chrome.
I have searched for the past week for a fix and everyone keeps coming up with the Cryptograhic fix but for me it's no good if I can't install software.
Can anyone help?
Oh an my laptop was runnig so smoothly before and very quick, now it's fans want to power up fully wth one tab open on chrome every 10-15 minutes.

Since Cryptograhic Services gives you alot of issues, perhaps you should simply use firefox or another browser.
Cent Browser are built on Chromium, you can try this if you want a chrome like experience.
I'm unable to replicate your issue with installing programs after changing Cryptograhic Services.
Everything just works for me, both on my primary OS and on VM's
And if you want a solution that works for you besides what i have given here you have to go to google / Ms forums and ask the devs to fix the issue, but im pretty sure they are aware of this.

Yeah I have been using Firefox now for the past few days without any problems. I do occasinally get the State Repository Service high CPU problem which causes fans to kick in and will freeze Firefox for about 15 seconds. I have gone through the repair of built-in apps and repair/ reset of Edge but the issue sometimes still kicks in.
I might check out the MS forums like you said and see what I can find on there. Cheers for your help though, appreciate it.
FWIW: The Establishing Secure Connection failure main thread is on the Chrome Community Help forum here.
The best fix is to delete HKLM ...Root as noted above and described in the Community Help thread.
Changing the CryptSvc logon account generally breaks later software updates and should be avoided.

My solution was created at the end of 2018.
New updates from MS & chrome dev team, might break my solution.
But i can tell you that the solution in the chrome community does not work.
I tried it on a fresh install of win10 a few weeks ago, same problem after i applied their solution.
My solution was still rock solid and worked right away.
To be honest i thought ms devs & chrome devs was working on a real solution but doesn't look like they care that much.
They have let's just say other priorities

Best you can do is accept that chrome was a great browser and then move on.
I personally use Cent Browser, looks like chrome, but is better in every way,
& it's developed by devs without greed.
Chrome's dev team had 2 objectives.
1. to become biggest browser on the market
2. when that was accomplished > start earning money on chrome users.
Yeah.. i think i'll pass.
