I've actually also had this very annoying issue with google chrome for a long time,
coz im lazy i've just accepted the slow loading times and i guess i got use to it...
Well up untill a few days ago, i got fed up, normal sites i usually visit took over 1-3 min to load =S

So i did a couple of things to fix this issue.

    1. Disabled TLS 1.3 in " chrome://flags "
    Attachment 203860

    2. Disabled Encrypt connections scanning in Kaspersky Antivirus @
settings > Additional > Network > Do not Scan encrypt connections
    Attachment 203858

    3. In Services > Cryptographic Services > Log On > Made sure that Log on as: Local system account is ticked and not This account.
    Attachment 203857

    4. In regedit > Computer\HKEY_CURRENT_USER\Software\Microsoft\SystemCertificates\Root\ProtectedRoots
I first backed up ProtectedRoots & Root to my desktop, after i took control of ProtectedRoots & deleted it, after that i deleted Root.

    5. Restarted.
Once restarted, i checked my regedit again and Root is back with Certificates,CRLs,CTLs.
But ProtectedRoots is missing, no system issues even after it's gone.

After this i have not had any issues at all with establishing secure connection in google chrome,
everything loads instant now as it should.

    Hope this helps someone
Hi, I'm Brazilian and I felt obliged to register so I could thank you.

I was having this problem with loading pages in Chrome almost two months ago, I formatted my computer twice, and still nothing solved.

The funny thing is that the sites in chrome always loaded when I clicked on the start menu button, and I did not understand anything. And it could not stay depending on clicks on the start menu to load every page that came in.

Your tutorial has done away with my problems and I can finally be at peace. Thank you!

    It helped me, thanks!!

Had my hands on the solution once, forgot the trick, but here it was :)

I only needed step 3. to fix my challenge, no reboot, no restart of chrome. It worked straight away.
    100% the solution I needed.

Been battling this challenge for months on several machines with different profiles to no prevail.
Most of the suggestions in here and other places have been tried without success. So this solution is it.

Have now documented it, it seems to return for some reason.
I have solve the problem following this guide, but i have another problem, i cant download in microsoft store. i cant open services.

any one have same problem here?

The issue with downloads is probably not related to my guide, but i'll gladly try to help you out.
Create a new thread, describe the issue and link it to me, and i'll take a look :)

Yes, that single step was definitely the key, but are there any consequences that must be considered?

I'm curious how Google could not recognize such a flaw, and that it still exists after all this time.

Hi @kitpzyxmsir i'm glad my solution worked for you :)
Consequences? No there are none :)
If you where thinking in terms of system instability or
decrease in performance for windows i have not notice anything at all.

I'm pretty sure google knows about the issue.
A few reason as to why it's not yet fixed, ( and i'm just speculating here. )
They simply do not care or they priorities other things, such as new features, or they have bigger issues that takes priority.

    Hi @xTL

It seems that I have a related issue. You can read about it here.

For mmc.exe I get "This app has been blocked for your protection" - Page 6 - Windows 10 Forums

I assume that, apparently, you dont't have a "This app has been blocked for your protection" problem, because you wouldn't be able to get to the "services" app if you did?

Nevertheless, that setting change has caused a major problem foR me that I can't undo.

Can yo tell me how I can properly reverse that setting back to what it was before, with no password necessary to log on, as seen here?

Since I have not previously established a password, what is the password represented here?

No i have not had any problems with any apps after i've changed the Cryptographic service.
Of course i'll help you out :)

Click > This account > Browse > Advanced > Find Now > then select NETWORK SERVICE > click Ok
Chrome is stuck at "establishing secure connection..." on all pages-1.png

With NETWORK SERVICE selected press Ok
Chrome is stuck at "establishing secure connection..." on all pages-2.png

Then remove the password but leave " Network Service " press Apply > then Ok
Chrome is stuck at "establishing secure connection..." on all pages-3.png

    Then press Ok.
Chrome is stuck at "establishing secure connection..." on all pages-4.png

    And done :)
    * you can also type in "Network Service" instead of doing browse as i did, both works but i prefer this way :) *

    Many thanks. What a relief.

This has been a weird ride. My apparent unique experience with how this setting led to the blocking issue, and the fact that even tho now that the setting has been returned to default, Chrome is still behaving normally.

I'm keeping my fingers crossed that Chrome keep working without getting "stuck". :)
