While anything is possible I think the number of occurrences would be up significantly.
When did yours start?
Clearing history does little, just where you been.
Clearing temp files ( data (images) stored on machine from web pages) for more useful as is deleting cookies. Cookies are use for sites where people use "Keep me signed in" so you need to know passwords. Of course this assumes you are not saving passwords in Chrome which is different than saving cookies.

What is your antivirus and does it have SSL scanning enabled?

ESET and a few other AV's are known to have the same problem.
I've actually also had this very annoying issue with google chrome for a long time,
coz im lazy i've just accepted the slow loading times and i guess i got use to it...
Well up untill a few days ago, i got fed up, normal sites i usually visit took over 1-3 min to load =S
So i did a couple of things to fix this issue.
1. Disabled TLS 1.3 in " chrome://flags "
2. Disabled Encrypt connections scanning in Kaspersky Antivirus @
settings > Additional > Network > Do not Scan encrypt connections
3. In Services > Cryptographic Services > Log On > Made sure that Log on as: Local system account is ticked and not This account.
4. In regedit > Computer\HKEY_CURRENT_USER\Software\Microsoft\SystemCertificates\Root\ProtectedRoots
I first backed up ProtectedRoots & Root to my desktop, after i took control of ProtectedRoots & deleted it, after that i deleted Root.
5. Restarted.
Once restarted, i checked my regedit again and Root is back with Certificates,CRLs,CTLs.
But ProtectedRoots is missing, no system issues even after it's gone.
After this i have not had any issues at all with establishing secure connection in google chrome,
everything loads instant now as it should.

Well heres an update to my earlier post, as of Thursday evening, the problem suddenly up and disappeared , with no action on my part except to clear my history after I logged off Wednesday night.
But that didnt fix it before.
wonder if Google issued a patch or update?

Had my hands on the solution once, forgot the trick, but here it was :)
I only needed step 3. to fix my challenge, no reboot, no restart of chrome. It worked straight away.
100% the solution I needed.
Been battling this challenge for months on several machines with different profiles to no prevail.
Most of the suggestions in here and other places have been tried without success. So this solution is it.
Have now documented it, it seems to return for some reason.
