Mail app not showing notification in action center

The only way I know if their is a emailnis if I open the app. The sync settings are set
To show a banner and play a sound. To test I send a email from my phone and nothing happens on the pc unless I open the mail app.
    In settings it set fine.
Their was a update this morning for
    Mail and calendar..

Hi, you may be interested in the comments following this tutorial:

(Note: Purely for interest: I use a free/commercial 3rd party program called Pop peeper to scan multiple email accounts periodically. It gives a tray notification and allows mail processing too).

Do you get badge notifications and Live Tile previews.
Does your security application interfere with Emails.

I am using 6 Email Accounts on the Mail App, for around 5 years.
Of those Accounts 1 does not get badge notifications and also no combined Mail Live Tile Notification, but the single Account Live Tile does work.
The Notification Centre seems to work on all 6 Accounts.
So there is some variation in the notifications, some are missing on an old Email Account, but not all.

The Mail App is updated about weekly, so impossible to attribute anything to that.

The Mail App and People App are one of the few I have running in the Background. You obviously need to do this to get notifications.
It is clear some of your basic settings are wrong.
If it is not working go to MS.
