cannot create folders in windows mail app

when I go to 'more' in the mail app and click + a dialog display appears however when I enter the name of a new folder and click enter it appears momentarily in the folder list then disappears and a message appears at the top screen saying that the action could not be completed. I have tried the suggestions from the windows help site but nothing works. it appears that my only solution is to uninstall and reinstall the app, however that is not possible because I don't want to lose all my e-mails and accounts.
I think that the problem is definitely with the app and not some weird Windows thing because I can create new folders with my Gmail account.
Any suggestions will be appreciated, thanks in advance

What is the account type? I've tried it with outlook and Hotmail, and all is working fine. Can you add new folder online?

My account is a POP3 server.
As I mentioned I have no problems adding folders to my other account with Gmail.
what do you want to see on-line? a screen shot of my failed attempt to add a new folder to Mail app?
maybe an anal question but I am not sure what information you need.

This won't work with POP3. POP3 can only access Inbox and receive messages from it.

Sorry, if my question was unclear... If you can add folder, when going to your mail provider in browser (that was meant online..)

    Don't post any personal info..

I have in the past added a new folder with the same POP3 server that I have used for years, the procedure is as I mentioned in my first post, while on-line and in the mail app click + to create a new folder.
it is odd that now I can't. I have two computers connected to my network and both are acting the same. should I contact my provider to see if I can change to something other that POP3?
    thanks for your help

That would be my suggestion. try IMAP, if it's available. Should be, just ask for instructions, or maybe they are available at providers site

Edit: to make it clear... in applications like Outlook, and many others, you can create folders even when using POP3 protocol, but those are local folders and you would have to manually put the messages in them. Mail app doesn't have local folders, just the same structure as your mail providers account.
