Unable to browse with Chrome/Vivaldi after upgrade to Win 10 1803

Since I upgraded to 1803 this morning, both chrome and vivaldi stop being able to reach most websites quickly after signing in (the first one or two attempts work). Sites that do not use https seem to remain accessible, though at very slow speed. It also may be related to variable duration freezes of the entire system.
I've tried searching for solutions on my own, but I've been having inceasing difficulties finding relevant solutions to issues I experience.

It also may be related to variable duration freezes of the entire system.
Out of curiosity, try running LatencyMon (free) by Resplendence- 10 mins should be enough- and post a screenshot of its report.

Post a screenshot of your task manager when your system is nominally idle and when you observe slow performance, if different.

What happens if you try using Edge? Do you notice the same slow response?

Check your DNS response time- search for and set the fastest if significantly better- e.g. use
    DNSjumper (free).

I will have to get back to you on the screenshots as I currently have some different tools running.
Edge does not have any issues, it seems to be specifically chromium related (I have noticed the steam overlay browser and some clients' integrated login pages having similar issues)
I doubt it's a dns issue as nslookup seems to work and gives me reachable IPs for sites I can reach through the URL and unreachable IPs for sites I can't. It also continues to work for my laptop.

Apparently during the upgrade my pagefile was limited to 200MB which I suspect was cause for the freezing part of the problem. The inability to connect to https pages persists.

This is a known issue for some users but a recent update was said to rectify the issue. (link 2)

Are you current with updates ?

Don't read forums anymore and don't use Win 10 so didn't know about the problem until 2 Days ago. If You haven't installed The July CU first be sure you have Microsoft Update Catalog installed then install Microsoft Update Catalog

If You've installed the July KB That won't work. Repair install from the en_windows_10_consumer_edition_version_1803_updated_jul_2018_x64_dvd_12712603 if you can have a MSDN subscription or know someone who does.
