Getting "Performing a TLS handshake to" message when trying to connect

Hi everyone:

I tried this on Chrome and Firefox. Here's the FF result. Since about a few days ago, I'm trying to connect to this small local bank's website. But it hangs up on this message:

Code:
Performing a TLS handshake to <website>
Here's the screenshots:

and at the bottom:

Getting "Performing a TLS handshake to" message when trying to connect-capture2.png

It sits like this for about a minute and then displays "Secure Connection Failed":

Getting "Performing a TLS handshake to" message when trying to connect-capture3.png
So what is going on?

PS. I can use the internet and pull up any other site just fine. Moreover, if I go to that site using my smartphone (that's on AT&T cellular internet) it comes up without a problem. Additionally, when I went to that bank in person, I asked a teller lady and she looked quite puzzled by it. She tried it on her screen and it came right up. It's something on my end that started happening about a week ago.

Are you using HTTPS when connecting?

Check this link using Firefox: How's My SSL?

If everything checks out okay then an addon or security software is likely to be the problem particularly if you use an AV with SSL scanning.

Guys, I don't really use any AV except what's built into Windows. All my extensions are just uBlock origin and Lastpass.

Here's the screenshot from the first site you asked:

And since you mentioned SSL, I also ran that site through ssllabs. Here's the result:

Check time here: Accurate Time

I get this in firefox:

Getting "Performing a TLS handshake to" message when trying to connect-firefox.jpg

Using Basilsk I get this:

Getting "Performing a TLS handshake to" message when trying to connect-cert-1.jpg

Getting "Performing a TLS handshake to" message when trying to connect-cert-2.jpg

Getting "Performing a TLS handshake to" message when trying to connect-cert-3.jpg

So no problem.

Try checking Firefox certificates:

Download RCC 1.0.69.35

If not a default firefox installation you need to copy the cert8.db and nssckbi.dll files into the Certificate Store Checker folder.

A little more research indicates that it must be a problem with your copy of firefox.

Exit firefox and rename cert8.db to cert8.db.bak and relaunch Firefox. See if you get the same problem.

But guys I get the same result with Chrome and Edge. Meaning that it doesn't load at all in either of them. And that's just that one website. Every other site works fine.

Try changing DNS Server

Change IPv4 and IPv6 DNS Server Address in Windows | Windows 10 Tutorials

Use one of those listed under the section headed:

7. To Use Custom or Third-party DNS Server Address

Then reset your router (via hard reset button)

In an administrator command prompt run the following one at a time:

ipconfig /flushdns
net stop dnscache
net start dnscache

Then reboot and test.
