Chrome autostart with page from win10 spotlight june

A real nightmare for me. When I start Chrome after a Windows reboot, it often, but not always, opens with one tab with this URL: Mixer | Interactive Livestreaming
I am sure I never visited mixer.com in my Chrome browser, but it might have shown up when Edge was run.
This also removes the two tabs that I have pinned in Chrome, so I have to do that all over.
Due to the fact that this URL proclaims itself to be part of Microsoft campaign, I'm pretty sure they are to blame. Note that nothing from Mixer.com appears in my Windows lock screen (which is usually what "spotlight" refers to.
When I open a new tab in Chrome, I get what I expect - an image from Google Earth (a Chrome extension does this).

I want this Mixer.com crap gone! I cleared all history from Chrome.
I have tried exiting Chrome with CTRL-SHIFT-Q and then rebooting.
I've fiddled with Chrome extensions that I have.
I find nothing in Windows startup that can explain this.

Run Ccleaner and the reset Chrome to default settings.

The problem persists. Today Windows is starting my Chrome browser with a page to tell me how to manage my account.
When I login, Windows automatically launches my default browser (Chrome) to show me their "exciting" new crap content. My browser is not on autostart, it's really obnoxious that Windows does this.
Again the real crime is that when Chrome is started this way, my pinned tabs are lost.

Surely others are seeing this problem. Doesn't anyone know a solution?

When the page pops up, Edge is the browser, correct ?

I had the same issue 2 weeks ago but can't recall how it was solved - or if it solved itself.

    - Review your Edge settings

    - Reset Chrome and Edge

    - Run AdwCleaner. https://www.malwarebytes.com/adwcleaner/

No, when the page pops up, it is my default browser, Chrome, exactly as I said before.
Let me restate what happens ...
    1. System boots or I do a clean login, i.e., not just awaking from sleep.
    2. Windows evidently wants to display an ad in my default browser.
    3. Browser is run in order to display that one ad in a new tab. My "normal" login does not autostart any browser, I should have to do that by clicking the icon on the taskbar.
    4. Because Chrome is not being started in a normal fashion, the stored pinned tabs are not run and the settings are lost.

Since this is clearly MS ad-ware and not some 3rd party junk, I assume it is immune to malware cleaners. I guess I should go ahead and try.
