    Edge opens with old tabs

Must of happened after the last update, maybe.
    I'll have 2 or 3 tabs open.
I red X and get the "Do you want to close all tabs?"
    Close all and everything closes.

Reopen Edge and I have the same tabs open.
    I've restored Edge to defaults.

In "Open Microsoft Edge with" I have:

    "A specific page or pages"
    http://www.google.com"

    Open new tabs with
    "Top sites and suggested content"

My laptop has exactly the same settings without the problem.
    Weird

You might try clearing your browsing data although the likely fix is to reset Edge. Note it deletes your favorites but you can follow link in tutorial.

    Interested in replies.

I sometimes have the same issue. It is also noted after a clean install, including wiping the drive and fresh installation from MSN's Media Creation Tool , Edge favorites return. Not really a concern, but mysterious.

I take this to mean OP has reset Edge.

    Everything was cleaned, deleted, vacuumed,
    Reset, reinstalled, dry cleaned.

I'm running Windows 10 Pro, Insider Preview Build 17686.
I've been using Edge since I first started beta testing Windows 10 before it was released. Never had this problem.

I see Build 17692 was just released. I'll see what happens after that gets installed.
