How to block file downloads in MS Edge?

Is there a way to block file downloads in MS Edge? We are using Windows 10 Enterprise and cannot seem to find any information on how this can be achieved.. I would of suspected that this feature is derived from IE policies. We currently have policies in place for IE and Chrome which all block file downloads.

Turning off the 'Ask me what to do with each download' option does not stop downloads - only the location prompt.

Hi, I looked at group policy.. see
How to block edge from running

    on App package rules
    - but as the above says, before the list of apps is generated... gpedit.msc crashes. I also tried running it as admin.
Whether it would be possible to create the rule you want is thus unknown.

. When I open applokcer and try and create a new packaged app rule, if I click select then all I get is a Message saying "MMC has detected an error" .. I have tried on 3 different enterprise Windows 10 computers with the same problem. So currently I cannot create the policy rule due to some error with the mmc. seems as if this is a known issue as others have reported it.
