How Is MS Edge Running From A Cold Boot?

Yesterday while doing my weekly CCleaner routine I got this:

How Is MS Edge Running From A Cold Boot?-edge.png

Had to do a "Force Close". I initially thought it may have been some leftover something still running. Today when I encountered another issue, I did a Shutdown. Came back, booted up and started CCleaner with no other apps being started. It popped up again and another Force Close. Looking through Task Manager I can't find Edge running when this happens.

I've noticed Edge to be buggy in Windows 10 1803.
I've noticed the following issues personally.
A: A Edge telling in a black page w/white writing that my pc has a infection.
Funny Bitdefender Total Security 2018, Windows Defender, Malwarebytes Anti-Malware, AdwCleaner, Junkware Removal Tool & ZHPCleaner all find no infections.
B: AdBlock Plus' extension for Edge got a update on Thursday.
Since it was updated Thursday I've received 80+ pages in Edge stating Adblock Plus was updated.
Duh, after messages saying this everytime for 3 days now, I know that it was updated, especially as I'm the one that opened the Store, searched for updates and watched it download and install the update.
C: Go to any web page that has pictures on it and start downloading some.
After a few Edge Windows that says save or cancel starts freezing up your mouse for a minute or longer.
Oh, but Microsoft swears Edge is so fast and productive.
Funny I can get more done faster with Firefox, Chrom, Opera and concerning pictures, even IE 11 kicks Edge's ass.

P,S. My drivers, games, software/apps and browser extensions are all updated.
Just like Focus Assist to me is nothing but a nuisance.
Pop's up way too much in Action Center.
It only works with Microsoft browsers, Microsoft Office, Modern Apps (or whatever they're calling them this week).
    Totally worthless to me.

I've had Edge reopen a previous web page after a "cold" boot. A search turns up many with the problem.

I'm not one that looks forward to something going wrong. And past experience indicates once something starts, it rarely gets "fixed" on it's own.

A work-around I've found is to navigate to my home page and then close Edge, before shutting down.

Did you close Edge before shutting down?
Windows 10 now tries to restore the desktop in last known state if apps were not properly closed.(since build 16251)

"Did you close Edge before shutting down?" Always shut down everything when I run CCleaner. I just figure it's the best way for the app to get all cookies an/or temp files. And this isn't an every time event. Seems to be random and so far not repeatable.
