No need to do anything unusual.
Just right click at the exe file > click Open. Windows Essentials 2012 will start to download and install. You might be told to install Net framework 3.5 first. Do so as asked.
No joy, I get the same message as before. What is Net Framework 3.5? I haven't been asked to install it but is it something I could do manually? Could that be what is stopping Live Mail installing?

The net framework is needed for installing WE 2012. However, if your system already has it, you will not be asked to install again.

I am sorry it does not work for you.
I purchased a brand new Intel Compute Windows 10 PC stick a few months ago this year. I used the same offline installer to install WE 2012. ( I have been using WLM since it was first introduced.)
    My apology wasting your time.

Nothing is ever a waste of time. It has to be tried, just a pity it won't work.

I've used it as well also, and am currently using it. Unless it could be the net Framework, I don't know why you would be getting an error. Did you download David's installer? If you would like to try another, you could try this one from my One Drive Microsoft OneDrive - Access files anywhere. Create docs with free Office Online.

This will show how you can try to install it net framework 3.5 windows 10 - Bing

This is a direct download link from Microsoft Download Microsoft .NET Framework 3.5 from Official Microsoft Download Center

Thanks. I'll look into this tomorrow. Hopefully installing Net Framework will solve the problem.

You might want to check if Net Framework 3.5 is already in the system...……..
Go to Programs and Features > left side, click Turn Windows features on or off.
Do you see Net Framework 3.5 on the list ?

Before I try it I'm wondering why it's called an offline installer. Should I be disconnecting from the internet when installing it?
    To feed your curiosity:
MS makes 2 different types of installers:
    1. To save download volumes, an online installer is a "skeleton frame" program that will download the necessary files at installation time -- if connected to the Net. It will fail when the PC is disconnected.
    2. An offline installer contains all files needed for installation, and is copied in full to your drive. You can then install even if you're offline at that time.
