Turn Off Browser Scrolling When by Space Bar is Pressed

Windows 10 Pro 1709, MS Surface Book, Chrome and IE Browser.

Any time I have Chrome or IE browser open the screen scrolls down one page each time I press the keyboard Space Bar, then up one page when I press Shift+Space Bar

When I am typing on a web page I'll often inadvertently touch the Space Bar, the screen scrolls then the page I am typing on moves off screen out of view. It is very annoying.

How do I turn this feature OFF.

    Thanks in advance.

OK....and the solution is? It is not the browser then?

It does not do it on any of my several Windows 7 machines.

It's still happening for me, and I thought it was just on Chrome. But I just checked MS Edge, and it's there too.

My main browser is Chrome (Windows 10, Desktop. Not mobile-device)
I've tried the 'temper monkey' addon which allows 3rd party scripting.
I've tried searching for "Chrome://flags/scroll anchoring (it doesn't exist in my Windows Desktop Chrome).

    I'm on Windows 10, 64bit.
I had this problem fixed a few years ago. But I don't recall how to fix it.
Now, all a sudden. Google, issues an update to Chrome, and now I'm cursed again. Typing away, and if I hit the wrong key or touch the mouse. The texting cursor (on desktop remember, not some phone). Then the next time I press spacebar, thinking I'm still texting, tells the screen to jump down.

I've checked "Keyboardchecker" sites. Nothing is being pressed, in the background.
I've tried, uninstalling the keyboard, from the Windows Printers and gamepads. Rebooted, and it's still persisting.

It seems to be normal behaviour.

If there is a means of stopping it, it will be in your browser options or in a browser add-in.
