OKay then.
Here's what worked for me.
You most likely assumed that I already performed the following before asking for help. (But alas, I did not.)
Start \ Settings \ Apps \
Left click on "People"
Left click on "Advanced Options"
Left click on the "Reset" button
Choose to allow the People app to be reset
After the above, I started the People app and things looked like they did before the reset.
Then, I created a new email and click on the "Contact" icon.
This time I saw all of my contacts in the People app that had email addresses (like I did prior to the 1803 upgrade) but this time, without any blank lines.
So, methinks I'm good.
