Try assigning MAILTO as per my screenshot #25. If you have Thunderbird, see if the mail recipient works with Tbird set as default.

Why? You said it's installed. How did you look?

    Screenshots help. Try this.

Ok, sounds like you've more problems than just the mail recipient.

Please try two basic checks: from an admin command or Powershell prompt please run
    chkdsk c: /scan
and report the result. If ok, then run
    SFC /SCANNOW
    and report the summary result.

If that's ok, please create a new user for test purposes. See if you can capture a screenshot, and do anything else that is presently a problem. Please post the result.

if I right click on the icon nothing happens . if I left click on the icon it brings up a set of icons for different mailers. the manage button never appears . cannot capture screen . have tried print screen , Alt+ print screen and snip it . each time the fly out screen disappears the moment the screen capture program is executed . search does not produce any results .

Create a New Shortcut on your Desktop using mailto:, (with the colon), as the protocol and see if it creates an Outlook Shortcut.
@Edwin, created the shortcut, and when clicked opens a blank email, not sure what would be the next step

Have you tried my idea of simply putting a shortcut to Outlook in the Sendto folder?

And what do you have here?

(as you can see, mine's Tbird).

    And here?

That looks fine, although you could try to verify the parameters of course.
