Thank you so much for putting your information out on this forum. I had the same problem after Microsoft updated Windows 10 I just installed last week. Then the error message came on and I couldn't open Outlook at all. I tried some Google searches and found similar problems for Windows 7 and 8, but not 10. My first effort trying your method did not work, but the message I got changed (no longer an error)...so I knew something happened. I noticed that not all of the files had received permissions, so I backed up and went to Properties for the two Outlook "Folders" I had, which contained my Outlook.pst file, and the Archive.pst file. I had to change both as they are in separate folders. Then I tried again and everything worked perfectly.
No the real question, why did the Microsoft Upgrade cause the problem in the first place. I have had this computer 3 years and never had this problem until the upgrade.
