I'm not following. Windows 10 has both browsers installed and they look very different.
Edge you get with the large modern E on task bar and you can search for IE11. (unless you've already found it)

That screen shot is edge. If you want IE11 search through cortana.
You're correct in one sense and wrong in another. Edge is the touch-centric immersive IE carried over from 8/8.1. At least the base code is. You know, the OS that no one liked and certainly the browser no one used, although I liked them. IE11 and Edge are two completely different animals written in different code language.
Sorry, but a home page doesn't make it the same browser.
Should also mention that Edge is a UWP Store app. An old article I dug up:
