Cant Access Certain Websites

    Ok so its not my laptop or some virus then? But I can access through my mobile fine that's the weird part and when I use my phone's hotspot and not my home wifi I can also access it through my laptop fine as well.

    Try to ping them via CMD

    Also check DNS request

    So your computer can access them, just not any browser. TOR does not count, it connects via proxy.
    My best guess would be still on Avast, even if you disable it, I think that webshield is still active.

    i tried disabling all webshields does that not work because that's what I did I disabled the shields

    It could be caused by some extension, you should try disabling all, then close chrome and re-open.
    Other than that, try closing any other software running, even if it seems unrelated, like a media player.

    You could reset network and firewall, but since it is browser related, I do not think it will do anything.

    It does look like the website is blocking access from your particular ip address. This would be your public IP address, assigned to your router by your ISP. The easiest way to find out what it is would be to Google 'what's my ip address' and Google will tell you. Access works through your mobile hotspot because you'll have a different public IP address (try Google again).

    The website may be blocking a range of ip addresses owned by your ISP because suspicious activity has been detected from one of them (not necessarily yours). You may just be the unfortunate 'collateral damage'.

    Some (but not all) ISPs assign a new IP address at random from their pool the next time you connect. Find out what your current public IP address is, try rebooting your router, then see if you get allocated a new IP address. If so, you may be able to access the sites again.

    my windows firewall is being controlled by avast and I was able to connect to the website fine a week ago at least router as my home wifi but when I connect to my mobile hotspot I can connect to the website fine but not in my home wifi.
