    Thanks @Cliff S

With my first runs this morning I had to set the GPU core clock 13MHz lower due to Firestrike locking up in the 2nd graphics test and I only got a score of 20984. But after comparing GPU settings of other 1070Ti HWBOT scores I ended up setting the memory clock 200MHz higher than my previous best score settings.

3DMark Time Spy no longer runs under Windows 1809 ....SystemInfoHelper.exe crashes then program will run, but no results.
Looks like something in Windows is messing up with this benchmark.

I ran it, but only with my 24/7 settings:
CPU @ 4.7 with all C States turned on.
    Balanced power in Windows
1080 Ti only the power limit & temp limit slider cranked up full
GPU power management mode only set to optimal in Nvidia control panel
    All fans set to auto

only gripe it gave my was about the fresh installed Nvidia graphics driver.

Now when it ran, movement was a little jerky in places, and I saw tearing once(never before with 24/7 settings)

    Oops that was time spy

Thanks for the info Cliff, I am at 5.3 right now C-states on. Ultimate performance in Windows....with a few other tweaks, I'll play more again later, BUT, these same settings have always ran fine before this latest update.
    Not tried Fire Strike yet....
