    Since there were issues before making a restore point, double check Cantasia's system requirements.

    Is your OS 8.1 or Windows 10 (Required: 64 Bit versions only)?

    Consider the following
    Create a system image backup on an external hard drive. In addition save all of your data seperately.

    You had reinstalled Camtasia Studio 8.1 and tried updating to Camtasia 9.
    --- Since you had reinstalled Camtasia Studio 8.1, can you uninstall it but don't reinstall it yet and see how the computer runs?

    On "Right now a program of mine is having a problem as well my Camtasi Studio 8.1 suddenly stopped working"
    --- On "a program of mine is having a problem" What is that program?
    --- Is it possible to uninstall that program and see how the computer runs?

    I reset my laptop now it works im guessing a corrupt windows update in system32 cause it the kernelbase which is a windows update. Im using windows10

    Have you been able to make full image backups of your Data partition onto affordable, reliable, external media? Please tell us you did.
