System Restore fails: AppxStaging %ProgramFiles%\WindowsApp 0x80070091

    As of Monday 3/27, our business is now experiencing this problem on only ONE of our windows 10 computers. We use excel with a lot of vb coding and on this particular computer, when opening an excel userform from any of our spreadsheets, it freezes excel which then must be manually forced to end the process. This of course led us to try a restore, which in turn led to the restore error and to this forum. As of Friday 3/24 this computer had no issue, then on Monday 3/27 with no new updates or installations of any sort, this problem occurred. So based on that I would say this has nothing to do with any windows updates. I implemented the "fix" mentioned in prior posts and got restore to work. Now that its restored, excel has no issues and I've been going through and deleting any windows apps. I found something interesting and maybe others here can verify. This particular computer has Windows 10 Upgrade Assistant installed, none of our other systems have this. I am unable to uninstall this program due to some script error. Maybe others who've experienced the restore problem also have Windows 10 Upgrade Assistant and maybe that is the culprit?

    I'd like to thank you for supplying this helpful content. Due to installation of Killer LAN drivers (antivirus off) and the automated spin-lock after the installation process had set the priority, Windows wasn't able anymore to start. I got a bluescreen "IRQL_UNEXSPECTED_VALUE" and the computer restarted again and again.
    I've got an repair disk, a complete system image, restore points and data backups, because I had had this problem two months ealier.

    Same thing, but this time I got the help of this thread, so I set the language from 850 (de) to 437 and applied the given code to the command prompt. There was a second unknown failure (0x080070002), but luckily this didn't affect the success of the restore: the computer booted and everything is working...

    Note: Deleting those 2 folders can be a PITA.
    Note: I have commands that will remove the 'Get Office' app and delete those 2 folders.

    Once those 2 folders are deleted, System Restore should work again. You should be able to create restore points and use them going forward. Obviously you won't be able to use any old restore points. At-least the ones from around 2-16, until you've done the fix.
    rather than delete the windowsapps folder, i went with your second suggestion (quoted above) and it worked like a charm... moreover i didn't have to go into safe mode and deleting the two folders went smoothly after taking ownership of both using the "take ownership" context menu tool available for download at one of the windows forums (ten, eight, not sure which)....

    one thing tho, the folders seem to appear in several locations as follows... i started by deleted just the folders that reside in the c:\program files\windowsapps folder and that apparently was enough, i didn't have to try deleting the others...

    Hello aeneas1. I was interested to read your comment "un-install the 'Get Office' app, if the following 2 folders don't get deleted from the 'WindowsApps' folder, you have to delete them before System Restore will work."

    That App has already been identified as the cause of "Reset this PC" problems in this 'MS has identified an issue' thread https://answers.microsoft.com/en-us/...8-c198651cb717 so you might have found another problem it's caused.

    Has anybody tried System Restore with the Creator's Update? Did MS fix it?

    I did and it works. See here earlier in the thread.

    I have uninstalled most apps though so it wasn't a proper vanilla test. If the problem really is OfficeHub then I'd have dodged it as it wasn't installed.

    If someone has 1703 and OfficeHub still installed perhaps they could try it.

    If it fails uninstall Office hub AppxProvisionedPackage with PowerShell (which will delete it from WindowsApps) and see if it is fixed.

    In any case it works for me.

    You could easily try it. Just make a manual restore point and then immediately try to restore to it. If it fails it would not matter as nothing changed anyway.

    I'd do it but I'd need a clean install as upgrades don't re-add uninstalled apps any more.

    I just tested it on my Dell Inspiron laptop that has 1703 installed with no modifications and it works without issues.
