W10 v1703 seems robust and the restore points may actually survive the defragmenters. Defraggler, SmartDefrag, PuranDefrag and UltraDefrag being looked at. No issues so far.

System restore still work only in safe mode on my pc yet. Tried it both ways and ONLY safe mode sucessfully completes.
I just had to insert a comment in spite of the age or other fine input.
Always run system restore in safe mode to avoid disappointments. When in safe mode it never fails but otherwise I always have issues.
I'm not sure if anyone is still having problems with System Restore, but after 5 months, I found a solution on the web that worked for me. http://borncity.com/win/2017/04/13/*windows-10-news-about-system-restore-error-0x80070091/#comment-1319 had the answer.
1. Control Panel>Update & Security>Recovery>Advanced Startup [you can also type Recovery in Cortina].
2. Troubleshoot>Advanced Options>Command Prompt.
3. Choose your user acct (that has admin privileges).
4. At the command prompt, type diskpart<enter>, then type list
volume<enter>.
5. Located the Windows Drive letter. It will not be C:. It will be a volume that doesn’t say “System Rese”. In my case it was E:, even though Windows is on my Drive C:,
6. Type cd /d E:\Program Files
7. attrib –h WindowsApps
8. ren WindowsApps WindowsAppsOLD
9. rstrui (which starts System Restore) & follow the prompts. After this, I was able to create & restore a System Restore point from Windows.
Hope this helps anyone who still is having problems.
You could have saved yourself months... that 'workaround' has been on this thread since February :)

Further investigation narrowed down the problem to one rogue App...
