It worked. I renamed WindowsApps and then copied the entire folder from an image that I had made on 1/14/2017. Ran a restore point and then restored it. No problems. I didn't even have to mess with waifs.md. The bad news is that the Store no longer works. I'll try to run the troubleshooter later.
I just moved the contents of windowsappsold back to windowsapps after I restored the system , you'll probably have to unhide the windowsapps folder and maybe do it in safe mode but if I recall I didn't do it in safe mode
For those listening, just to reiterate, succeeding at this exercise requires dicconnecting the internet during the process.
Given your remarks, It just occurred to me that, if I'm correct (big maybe?) that there are two main points of this exercise that were completely lost on me.
Please confiem. My problem with the conception of the proces was that I thought after you delete/rename the folder, you reboot into normal mode and windows would create a "new" WindowsApps folder.
Apparently, thats not the case. In actuality, deleting/renaming the WindowsApps folder only gives you the ability to create a "temporary" operational system restore state, at which time, still in safe mode, you can/must restore back to a time before 2/16.
If you cant restore your current system to a time prior to 2/16, it wont do you any good, and you'll have to consider anorher method, perhaps the one I previously posted.
Ideally, that could be accomplished using a backup image dated before 2/16.
Or start from a clean install.
Of course, Microsoft could always fix it, but....
That's curious, maybe my theory was wrong? If you restore back, the WindowsApps folder should be ok. Did you uninstall Get Office?
I'm not sure that a clean install will fix it since I think the app(s) that caused the problems in the first place are still being pushed out as updates by MS. Maybe if you do a clean install and then immediately disconnect from the Internet long enough to go to the Store app and turn off app updating in settings. Then you could restore your internet connection. I'm thinking that might work.
In reality this is an awful lot of crap to go through if MS is going to come out with a fix in the near future. And practically speaking full image backups are better than system restore points anyway. Maybe not as convient but much more reliable.
No question my method works. If you use that reg file I posted about, it blocks all future junk app updates from that point on. That means whether you do a clean install, or revert back to a previous restore point where thing were working properly, no further updates with be allowed from that point on, no matter when the updates were originally created. Read the description. Just do it before you reconnect to the internet. All the apps I didn't uninstall work fine, including Store.

From the start of the Windows 10 installation on your computer from the media creation tool, to the end of the installation refinements (to its custom build) was 2 days, was what I had meant to say. I use a printed procedure 20 pages in length.
As kitpzyxmir says....use an external HDD to save that initial image...£34 well spent..I use a Toshiba 500 GB Canvio Basics. It only takes 10 minutes to save the initial image. It takes about 40 minutes for a full build of some 32 Desktop icons to save to Ext HDD and you will be able to save about 8 images. You will not be entirely protected....I had a User Profile corruption recently and I was forced into a Temporary Account which didn't see the ext-HDD system images for that computer. So: beware of Windows 10 and the vulnerability to attack. You are probably safer with a Pro version and not the Home, since Microsoft isn't going to mess with the business world quite as much. We need a Linux that has a GUI like Windows. Be aware that Microsoft is probably at the apex of it's exponential growth and will collapse soon.
I did a full build SLOWLY. I did a build sequence, doing 2 restore points and a restore to check that they worked and then saved a system image; then built the computer with more apps and then another layer of 2 restore points and checked with a restore and it went successfully all the way through with no third party apps breaking the restore points until the end, then it broke!
kitpzyxmsir.. is correct stay with him....I have been over to have a look at communityspiceworks and they believe it is the GetOffice app or Get-Off-It as I now call it. You have to be cynically minded.. it is either Cortana, MicrosoftEdge, OneDrive or Get Office....follow the money trail.
I have left a message for Microsoft on the "Would you recommend Windows 10... email" and contacted the BBC Daily Politics. So hopefully we will have Microsoft focused and fully engaged soon.
I use Windows 10 Pro 64 bit...it is a pleasant tool because it networks easily and has a This PC that works and it handles documents well. I hate Home to blazes...I have just ordered Windows 7 Pro 32 bit from ebay as a backup for this difficuly Dell GX620 Windows 10 Home machine.

Ok ... Is it just me or did M$ fix the 'Get Office' app (3-4 @ 12:18). I was testing some commands to remove it and the two folders getting left behind. So I installed if from the store, did the normal right click / un-install to verify it left the two folders behind. To my surprise, they were gone. I haven't actually tested System Restore with it installed, but if a normal un-install is actually removing it and it's folders, I'm betting System Restore will be able to as well......
Well, I would have lost that bet .... lol
System Restore still fails with the 'Get Office' app installed. However, I was able to do a normal un-install of the 'Get Office' app (which now for some strange reason actually removed it and it's 2 folders). Create a restore point and do a successful System Restore from inside Windows (Not From Safe Mode or Recovery).
