    I’m hoping someone will have an idea why or what to do about the flickering BIOS.

    Fwiw I've done a System Repair Disc just now in a W10 22H2 19045.5737 (fully up to date). I have used the direct option and a CDRW. I haven't seen an option to do a bootable pendrive instead but I wanted to use a CDRW anyway. For all I've seen during the process you could use a CDR too.

    Fwiw this disc is different from the Recovery Drive you can do with other apps, like the one in the "Administrative Windows Tools" or "Administrative Tools" or "Windows Tools" (I've seen them named by the 3 names in different web pages). The Recovery Drive can be done in a pendrive that has at least 32 GB, what usually means a commercial 64 GB or larger one, but mine at least occupies only 10 GB give or take (ticking "do a backup of the system files in the recovery drive").
