If you're "imaging" your C: partition, and all your important files are there... everything will be returned when that partition is restored. That's what imaging does... not just System related files.

I don't know why, but numbers don't lie: ProgramData\Garmin lost 39GB when it updated.
Maybe I should thank them for giving me back all that space. (?)

I'll leave it unsolved for now to see any comments that may be added.

Garmin's map updates are very large... sometimes 7-8gB (most of the time, 4.5gB), and they keep a bunch of them around. Apparently you must have hit the magic number and it decided to remove the old updates.
I'm a Garmin user but I never keep any more than the most recent update available (after I know it works).
