When I try to clean up older versions of backups I get a File History popup You have apps open that are using File History. Close the File History and Disk Cleanup apps, and then try again.
Never been able to figure this one out. When the drive gets full. I usually delete everything and start fresh.

The message suggests that something is locking some related file - but that's assuming the message is meaningful and indicative- that can't be guaranteed.
