I'm trying to address your reported issue but am not trying to encourage you to use System restore. It has always been unreliable.
I place my faith in system imaging instead.

That screenshot says that System restore is on.

- The greyed out option to turn it on is greyed out because it is already on.
- It only shows the option to disable it. That's because is the only action you can take there.

That's WAY too low for normal operation.... your PC will grind to a halt!

You need to deal with that and increase to at least, say, 30Gb

As you're using 21H2 now, you are due an upgrade- which cannot complete with that limited amount of space.


System Restore is a great tool when it works. If it works for you, use it... the huge advantage vs 3rd party disk imaging- which it complements well- is no impact on personal data.

But you do need to use both, and possibly some other form of data backup.

SR and disk imaging achieve two completely different things and are not directly comparable. SR will not help you, e.g, if your system disk fails. Disk imaging will. (But I expect you know that... )
