    If you are talking about a Dell then the key to get the Boot options menu is F12 not F8.

    Two things - the repair window that comes up says to press f8 to get to start up settings.

    The question about disable the secure boot has been answered. I went into the menu and it had a BIG warning not to do that. So I didn't.

    I can get into windows boot manager. Can I do anything from there? If I can't get to that usb rescue I won't be able to restore this system without doing a clean install again. I still have that usb.

    This system passes all diagnostics (hardware) - The windows repair process just doesn't work. Thanks.

    I do not know what you are talking about when you refer to pressing F8 or being in Windows Boot manager.
    Perhaps I could understand if you posted screenshots / photos so I could see what you are looking at.

    On a Dell to get to the one-time boot menu where you can choose to boot from the usb you must hit F12 as soon as you power on the PC and the Dell logo appears. If it gets as far as the Windows repair menu you've left it too late, turn it off and try again.
