    C:\Windows\system32>bcdedit
    The boot configuration data store could not be opened.
    The system cannot find the file specified.

    post a screenshot of disk management window so we can see your disks and partitions.
    you can get those errors efi booting without an esp partition, or if the fat32 system partition does not have the expected id.

    if that is the problem, it can be checked and fixed with diskgenius free version

    DISKPART> set id=c12a7328-f81f-11d2-ba4b-00a0c93ec93b
    The partition type ID that you set is for EFI partition
    For Recovery it should be: set id=DE94BBA4-06D1-4D40-A16A-BFD50179D6AC

    In addition, The first partition should be set to type EFI ie. set id=c12a7328-f81f-11d2-ba4b-00a0c93ec93b
    This EFI partition is where the BCD located and will be updated when you run reagentc /enable

    It should look like this:

    you can find out easily using the free program I suggested. And if necessary it can change the ids.
    DiskGenius: Data Recovery, Partition Manager, Backup & Disk Utilities

    to change the id, rt click a partition and select "Modify partition parameters"

    Recreate the recovery partition. REAGENTC.EXE: Operation failed: 2-dg-partition-id-1.jpg

    select the id you want in the dropdown. Then click ok.

    Recreate the recovery partition. REAGENTC.EXE: Operation failed: 2-dg-partition-id-2.jpg

    then click Save All

    Recreate the recovery partition. REAGENTC.EXE: Operation failed: 2-dg-rt-click-modify-save-all3.jpg

    An in-place upgrade repair install is a routine way to recreate a Recovery partition.
    I assume it was originally too late to simply recover the deleted partition.

    I did once as an experiment create one manually myself successfully. It took a surprising number of steps.
