It would seem that 'Recover Image' in your System Protection screenshot is the 18.78GB Disk 0 partition 5.
This would most likely be an OEM recovery partition for performing a factory reset. If so, there would be no point in turning on System Protection for this drive as it's never going to change.
The oem might have cut that recov partition tight, not enough space on it for vss to work.
Out of curiosity, how much free space is on that recov partition?

Thanks- it seems you have solved your problem- simply don't turn on System Restore for what could be a redundant partition. As said above, as there are no changes in it, there's nothing for SR to monitor anyway.
That Recovery Partition, if used, asuming it's a Facotry Restore partition, would restore your PC to as bought- either a version of Windows pre-Win 10, or an old build of Win 10, possibly with trial (out of date) software. Not a lot of use.

If i want to create a full system recovery including all programs, product keys, files, etc. what process or program could you recommend that i wouldn't have to purchase, or something low cost. Retired and watchin where it all goes. Thanks. Dave
Endlessly recommended here (I must have recommended it 1000+ times) - the routine and regular use of disk imaging (of at least all partitions comprising your O/S) - e,g, Macrium Reflect (free/paid) + large enough external storage for image sets. There are other programs too.
You can recover from
- your PC being unbootable
- failed system disk (new disk)
- stolen PC (recover to new PC - normally possible..)
- ransomware/viruses
- user mistakes...
