I stopped using Norton Ghost many years ago as it could not handle UEFI installations and then was not developed anymore. I never formatted a drive before restoring though.

The only time one might do it is if selling pc or giving it away as new owner might be able to recover data from deleted files.

If you are still using NG, time to consider kicking it in touch.
no, I'm not using ghost for some years.
also it is an old software, as you wrote, and all changed by now...

Restoring an image "overwrites" the partitions that the image is restored to.
If desired, one can format or even write zeroes to the partition that is to be restored.

Generally this is not necessary unless one suspects a seriously deep infection.
The normal overwrite performed during the restore, is usually more than enough to remove infections.

could have been an added value if there was a format option before image restoring in throes image software(for thoes, like me, who sometimes would like to format).

You can format whenever you want. MOST people don't require that, so backup software is the way it is.
Make yourself bootable media with Minitools Partition Wizard on it.

Then you can boot from that... do what ever you want, then boot from the backup software and restore.

Here the link for Minitool Partition Wizard bootable media...
