Not an answer to you question, but Macrium Reflect and AOMEI have outpaced the standard Windows backup function, even for basic image copy functions. The paid versions offer even more functionality.
And is the outpacer Macrium capable of backing up system state only?
I think the term system state refers to Windows Server.
Macrium Reflect can backup a selected partition or all the partitions on a drive. A snapshot of my drive is attached.
I make a base image backup of 1, 2, 4, and 5, and then regular image backups of 3 (the C: drive containing the OS). If something with an install goes wrong then I typically only restore the C: drive.

It's was mostly used on Servers.
