why is it called "bootable" rescue media...when it cannot "boot" (turn it on) the comp if it wont come on by pressing the 'on' button....I dont get it.

"Booting" is turning the computer on, AND starting a program. Like Windows 10, or like Macrium Reflect.
Let's say, you buy an external hard drive for storage. Then you decide to "store" your backups on there.
Now, let's assume that one day, you "break" Windows 10, or maybe an Update breaks Windows 10.
So now, the computer turns on but won't "boot" into Windows.
It sure would be nice if we could "run" Macrium Reflect and then be able to Restore from a backup.
This is what the Macrium bootable Rescue media is for. It's a copy of Macrium Reflect that we can "run" even if Windows won't boot.
So... we put our USB stick with the Macrium Rescue media on it...into the computer and then restart the computer.
Now instead of Windows "booting" Macrium Reflect does.
We can now use Macrium Reflect to "restore" to a backup we made of Windows, BEFORE it was broken.
After we restore... we can then restart the computer, again... and boot into Windows.

Boot doesn't mean turn on. Boot into windows means turn on and load windows. If windows won't load you can still turn on and boot from USB instead. If using a "rescue USB" you can restore from system image backup (that is not saved/ stored on your windows partition) and overwrite your not booting or problematic windows partition entirely. You can't do that if you've got windows up and running. The backup can be saved on another USB, external drive or non windows partition. Most people use an external drive for the system image backups.
System image backup is a copy of the windows partition and any other partitions needed to boot windows saved in a single backup file that you can browse to and restore using the rescue USB.
I suggest you find a geeky friend to take you over this. It seems you are struggling to grasp basic concepts and logic necessary.
Imagine parts inside yourr laptop are black and burnt. Your laptop isn't going to turn on and work properly. You wouldn't expect that, would you? No bootable disk or magic wand is going to help in that circumstance.
But the disk may still be ok. You would then take the disk out and try to access if on a different PC. The laptop would then be repaired or discarded. Clear so far?
Now consider the converse case. All the electronics inside the laptop is clean and functional. The laptop responds to the power button and you see the appropriate things on the screen. But booting to Windows fails.
It may be that the disk contents are corrupt but the physical disk is ok. So you would repair Windows - copy a previously created image (copy of partitions) back to the disk from an external disk where you had put them.
Or you could clean install Windows.
A third possibility is that the electronics inside the laptop are fine, but the disk is failing - the disk surface of a HDD or the electronics inside the disk itself. In this case you would replace the disk and restore a disk image or clean install Windows.
