I just ran into this problem.
Running a backup on a 16 year old PC I recently "upgraded" to Windows 11 with 10 nearing EOL. Yes, you read that right. Not the only oddity on the system, since 11 doesn't like the motherboard or video card drivers, etc.
I launched reflectmonitor repeatedly, and futzed with taskbar / system tray settings to no avail for nearly 2 hours before finally fixing it. The fix:
reflectmonitor WAS shown in task manager, under the details section, but not under processes. Killed it, and relaunched, then it finally showed up in the system tray and the window could be made visible from there.
