For the life of me I can not figure out how to delete the old and invalid backup points 1/22/21-3/7/21 from my system restore. I've tried many different methods and none have worked. Any help would be greatly appreciated.

If all else fails, disable and enable System Restore on the relevant drive.

I have the "System Restore Explorer" installed but thet don't even show up on that so I can't try to delete them that way.
Try disabling restore points, setting the space to zero, restart your PC, then see if you have any restore points.
I'm having problems. Everything is fine as I progress through "Diskpart", "Vol", and "Exit". Then when I put in "C:" and hit enter the picture shows it should show "\>". but for me it does not. Out of curiosity after that I put in "CD System Volume Information\WindowsImageBackup" I've attached 2 images of what I got to see what I'm talking about.
Download the portable version of Ccleaner, I know you can delete restore points using it.

Hi, did you actually boot to a command prompt or simply open one when logged in?
If that doesn't work for you, I suggest you try either booting from a live boot disk and deleting the file, or booting to a command prompt and attempting it from that.
Make a note of what you're trying to delete first.
I'm actually not at all surprised attempting to access that whilst logged into Windows is blocked.
