Isn't the 1% (531.05MB) disk space allocated to system protection here too small for a typical restore point?
System Restore - Recommended size?
Another fish: right-click on the Start button--> Windows PowerShell (Admin)
Run the following command to set the maximum disk space for restore points as10%

CMD /C "vssadmin resize shadowstorage /on=%SystemDrive% /for=%SystemDrive% /maxsize=10%"
It could be better to set it to10GB

Thanks for the new replies from Matthew Wai, NMI, and SIW2. Since all your kind suggestions are to repartition C:, wouldn't it be just as easy to do a clean reinstall from the Creation Media Tool?
Please try increasing the space allocated to System Restore Points to e.g. 10Gb.
Then report the result of trying to create one.
Sorry, SIW2, I thought repartitioning was the way to allocate space for restore points. Please tell me what the underlying settings page in your screenshot is and how to get to it. I can't find it. It should come as no surprise, but I am not a techie!
