So this message appears AFTER you have entered wmic, is that right?

    Try using the full path:

    C:\Windows\System32\wbem\WMIC.exe

If it helps any, as a test, the following Scheduled Task (as detailed below) does work on my system:
    Code:
    General Tab:
Run only when user is logged on; Run with highest previleges; Configure for Windows 10

    Actions Tab:
    Command : WMIC
Optional arg: ShadowCopy Call Create Volume=C:\
Have you tried to run the command in a command box (as admin), to eliminate any task scheduler error ?
    Code:
    WMIC ShadowCopy Call Create Volume=C:\

The ReturnValue = 0, means that the command itself works, which means that it might be how the task schedule has been set up that doesn't work. Although, I dont know why that should be, please see the image below, which shows how I have set up my task, just in case it helps.

Also, have you tried to see if Task Scheduler is listed as a ShadowCopy Writer and that it's status is error free ?
    Command (as admin)
    vssadmin list writers

Other than that, I would have no idea why it doesn't work for you. But have a look at the following page from Macrium Restore, which gives a 'general' guide on how to troubleshoot VSS errors.

How to troubleshoot Microsoft Volume Shadow copy Service errors (VSS)

    Good luck.
