Technically it shouldn’t. I suppose if Windows is accessing it for some reason then it’ll show as changed to File History. Are the dates the same for each file?
    Perhaps this is a bug.

Here's an example. Notice the dates and file name.

They’re all different dates. This will be the dates the backup were created, what’s the date on the original file?

Maybe I'm missing something. I only downloaded the file once yet it was copied by File History many times.

I don’t have an answer for that other than perhaps File History believes the file has changed even though it hasn’t.

FH should not be copying the file if it is unchanged. I can't tell why it ids doing so, but suggest you remove the Downloads folder from FH anyway - not much point in it. You should tweak the folders it is backing up to only what you need - and most of the stuff in your profile (which is where it seems to start from) is pointless - as you wouldn't know how & when to restore most of the files anyway. So check what folders it is doing...

This is my list (found under settings>update>backup>more options - bizarrely, one cannot set this from Control Panel (poor old CP, we loved having you around).

File History isn't entirely reliable. When it plays up I reset File History as follows:

    1. Stop FH
    2. Delete the FH configuration files at C:\Users\<username>\AppData\Local\Microsoft\Windows\FileHistory\Configuration
    3. Restart FH and select to use the same backup drive as before

    We'll do that.
    Thanks, everyone
