    Can't create restore point

When trying to manually create a restore point from System Properties/System Protection tab, the process runs without ever completing. I've let it go 20 minutes and still nothing. Have to go to Task Manager to get it to stop.
Based on info I had read online, I deleted all previous restore points and verified system protection was turned on. Disk Space Usage limit is set to 10%. Using Norton 360 -- tried turning off -- no improvement.
System info: Windows 10 Pro Version 1909. Toshiba laptop. 250 GB drive; 164 GB free. 8 GB RAM.

I am reasonably convinced that the computer will have more problems than the one you post about

Do you know that even if you get the creation of a restore point sorted out, it is very unlikely it will restore to it, with Norton installed.
In fact such problem is documented on the Norton site.

    If as on this thread
    Built-in apps fail to launch

you still have the other problems, then I suggest it is time to make a clean install of 10 and use the included Windows Defender and Windows firewall which are now part of the Windows Security Centre.

Try creating a RP on a clean boot

Have you run a system file check

Have you tried creating a RP on another account

What if any 3rd party apps do you have installed that have any connection with system maintenance, registry clean, of the make it go faster type of program etc.

Thanks for responding! Based on your comments, did a couple things: Ran SFC; it found and repaired some corrupt files; no effect on attempt to create RP. Checked system config; turned off Norton SpeedDisk Service. Went into Norton 360; turned off schedules system check. Rebooted. Ran Create RP. Successfully run! Rebooted again to ensure not a false positive. Success again. Thanks for pointing me in the right direction!

    Cheers
Pleased to have helped a little.
As I said - if you have to, use the RP ensure you disable Norton otherwise it will fail
