Other things besides installs can create restore points. Just for one example, Revo Uninstaller creates restore points when UN-installing things. Windows Update creates restore points.

Exactly 20 minutes apart; that's not a coincidence.
If you want you can configure system restore maximum amount of disk space usage.
- Type Control Panel in the search box.
- Click Control Panel.
- Click System.
- Click System protection.
- Highlight the drive you want to set up system protection on and click Configure.
- Select Turn on system protection.
- Move the slider to set the amount of Max Usage: space. ...
- Click Apply and then OK.
Have you ever created a scheduled task to create a restore point?
(Tutorial available). If so, could this be responsible?
Windows makes a Restore Point when it thinks a change, that you may want to undo, has occurred.
As @ignatzatsonic pointed out, "every 20 minutes is not a coincidence".
You might want to investigate what is happening every 20 minutes, on your computer, to make Windows think it needs to create a Restore Point.
Might want to try Resource Monitor... if this ever starts happening again.

It could also be something simple... like virus definition updates for Windows Defender or AVG.
Might have been a Windows Update trying repeatedly to install, and failing.
It could have been any number of programs, trying to do something repeatedly (every 20 mins).
Like you mentioned, it could also be a virus or similar. Maybe run Malwarebytes to get a 2nd opinion.

I've never used it and have it disabled, but maybe something in Windows Timeline, will stand out, for that time period.
Might want to check Windows Update History. There was a Preview Cumulative Update (KB4577063) released September 30th. Maybe it didn't get around to you until Oct 06. ??
Without knowing all the programs your computer has installed, and what any of those might have been doing on October 6th, it's kind of hard to home in on the cause.
Also, try to remember what you were doing on October 6th.
