In addition to what dalchina posted above, you can use an option in the tutorial below to check and see which group policies you may have configured to see if any may apply to this.

    Is VSS disabled?

Fixed the problem by turning on and setting to start automatically the Volume Shadow Copy and Windows Backup services.

Do you have any policies enabled at all?
What sort? There are loads of policies, which did you mean?

The simple answer is that today was the first time I opened the policy editor on this machine, so I haven't changed anything.

Have you used any sort of 'privacy' tool or tweak tool, or registry cleaner?
Nope, I'm highly suspicious of all that sort of stuff, and have tried to keep this machine as clean as possible.

Can you think of any change that you have made or that has occurred?
Nope. This is work machine, and critical to my business, so I try not to change too much.

Sorry, I haven't given you much to work on have I?

    Thanks again.

Thanks for that tutorial. All of those steps show that absolutely nothing has been configured..

Both were set to Manual, and weren't running. I set them both to Automatic, and started them both, but the controls are all still disabled .

Do I need to restart my PC after each of these changes, or should they take effect immediately?

    Thanks again.

Don't know if it's relevant, but I have the following keys...

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PolicyManager\default\System\DisableSystemRestore\Reg ValueNameRedirect which has a value of DisableSR

    Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Policies\Microsoft\Windows NT\SystemRestore\DisableSR which has a value of 1

Well, the registry keys and values you posted are the same ones added when System Restore is disabled by the same group policy below.

Enable or Disable System Restore in Windows

I'm just not sure what is preventing you from being able to keep the registry values deleted when gpedit shows the policy as "Not Configured".

Have a check here just in case:

System Restore is suddenly disabled - how do I enable it?-registry-editor.jpg

In the right pane delete "DisableConfig" & "DisableSR" (if found)

Yes, that's exactly what I did. As soon as I delete them, I can press f5 and they re-appear.

I missed that. Your Post #5

Weird that they reappear with a refresh. F5

Just to prove (to myself if nothing else) that I'm not completely mad, here is a recording of me deleting the keys.

The confirmation box and the View menu didn't show up on the video for some reason, but it should still be clear enough what happened.

Test by toggling the "Turn off System Restore" group policy setting to Enabled > Apply > Not Configured > OK to see if that may clear it.
Try a reboot straight after that.

Also do you have any external drives connected? USB Keys?

I'm asking because recently I had a probem where an autorun.inf virus was running scripts to disable some system tools.
