ERROR 8007045b while trying to restore

I receive this message when im trying to restore... ive tried couple of things but none of them work..ive tried the first solution in here System Restore Failed and Did Not Complete Successfully with Errors in Windows 10 - EaseUS But at step 5 after typing rd /s "C:\Program Files\Windows Apps" It just said “access denied” on all the files.. to be clear you cant move a step without completing the one before (took me a long time to proceed in it) so im 100% sure i did correcttly the steps before.. currently im restoring again but the “access denied” message make me feel its not gonna work..
Any tips how to fix this? Trying all day to solve it..

    Often system restore is problematic.
    Check for other restore points.

Once the current problems are fixed make free backup images:

Macrium Software | Your Image is Everything
Backup and Restore with Macrium Reflect

What problems are there that you are considering a system restore?

    1) Open administrative command prompt and type or copy and paste:
    2) sfc /scannow
    3) dism /online /cleanup-image /scanhealth
    4) dism /online /cleanup-image /restorehealth
    5) sfc /scannow
    6) chkdsk /scan
    7) wmic recoveros set autoreboot = false
    8) wmic recoveros set DebugInfoType = 7
    9) wmic recoveros get autoreboot
    10) wmic recoveros get DebugInfoType
    11) bcdedit /enum {badmemory}

    12) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

If there are major problems consider:
    a) reset save files
    b) custom install
    c) clean install

I'm not aware of any method.

A system restore is not designed to recover deleted files.

Ill tell you the full story..
I uninstalled a game and then when I reinstalled it it download a copy of all the game’s file to my desktop, i searched and found the real copies so i deleted all the duplicates and installed the game again.. and it happened again.. and then when I uninstalled the game it somehow deleted some files from my computer, i want to restore my computer to a point before the initial uninstallment of the game.

Try system restore within safe mode in case AV software or something else is preventing restore.
