I'm at a loss I tried to install ISO via offline and online didn't work. I then tried the last ditch effort of using a media creation tool on flash drive on USB and I went offline for that too. Still wont go past 92%!!!!

Check disk has detected no errors and I don't know what else it could be. DO I have to pray to the Omnissiah for it to work?

Only think I can thin of is that when I did that repair install last month for my 1809 was since I had deleted a Windows BT file of a failed 1903 back in September and that screwed up my system somehow. So I had to repair it.

Anyway any idea is appreciated but at this point I'm just gonna roll back my image again and just be done with updating for awhile. It's odd Cumulative updates install just fine as well as defender updates too.

Troubleshooting can be compared to clean install for Windows 1809:

Troubleshooting:
a) unknown duration
b) unknown whether there will be a success
c) some are easy to fix and some cannot be fixed
d) no need to re-install drivers
e) no need to re-install applications
f) no need to re-customize Windows
g) no need to restore browser bookmarks

Each of these has a relatively defined duration and typically there will be a success:

1) reset save files:
a) time period for the windows reset
b) time period to reinstall drivers
c) time period to reinstall applications
d) time period to customize Windows
e) time period to restore browser bookmarks
f) reset save files can fail

2) reset remove files
a) time period to backup files with copy and paste to another drive
a) time period for the windows reset
b) time period to reinstall drivers
c) time period to reinstall applications

g) Windows reset removing files can fail

3) Clean install

Sorry to hear this outcome.

Do you have a lot of software installed on your current build?

I know this is not a resolution but some times it is faster and less work to just go nuclear. Pretty much all the browser, when signed in, bring back everything on re-install and installing Windows on an SSD is very fast.

Then on a go forward basis I would be imaging my system.

Did you ever go through your app list and prune it down. Also clean out printer relics.
