Every bit of Macrium, yes. But the PE files come from Microsoft.
If you choose to download the installer without PE included then you get the full install of Macrium, but will be prompted to download PE from Microsoft if you try to build PE recovery media. You will however be able to build RE media without any further download.
If you choose to download the installer with PE components included, then you will already have the PE and won't be prompted for a further download. Either way, to be able to use PE you need about 400-700MB extra download, either included in the Macrium installer or get it later direct from Microsoft.

And, I think the last thing I need to understand is RK's statement:
OK, I think I understand now. WinRE is included with Windows 10. However, what I'm not sure of is whether Macrium reaches out and grabs WinRE from my hard drive, or if Macrium includes "its customized version" of WinRE.Then it fetched Windows RE from C drive.

In my picture, you can see that there's no option to download customised WinRE.
I'm pretty sure that MR takes the installed WinRE and adds MR and drivers to it. No need to download anything.

Pretty much what I was thinking; the "real Macrium Reflect" is much smaller than thought. If I told it to download WinPE, it would be much larger. At this point, it seems there is no actual ability to download WinRE, since it's already on Windows 10 .
However, during installation, MR customizes the existing WinRE to its specifications according to options I might choose. So, in the long run, the entirety of Macrium is installed (which was my last sticking point).
