I had been searching for sometime to find a solution to delete those pesky restore points. I must commend you not only for your answer, but the EXCELLENT instructions you provided. Clear and easy to follow. Thank you for the answer to a troublesome problem for some of us and to recommend that theses instructions should be put in the tutorial section if they are not already there. Thanks again.
Thank you. I had already thought of that, so I have rewritten the instructions in tutorial format and submitted them for approval.

Edit: Now available as a tutorial here: Delete System Image Restore Point from System Restore in Windows 10

Insider doesn't allow to make system image anymore..
    What build number is that?
Have you checked if wbadmin.exe is still there?

Hi, I had the same problem as the OP.

The easiest way to solve the problem within Windows is to use CMD and run:

    wbadmin delete catalog -quiet

The wbadmin delete catalog command is used to delete the catalog of backups, specifically for system images. The catalog contains information about the backups, including details about the volumes and files included in the backup, as well as information needed for recovery. When you run wbadmin delete catalog, you're essentially deleting this catalog information.
