    System Restore Points

Daily i have to go in and turn off the restore points and delete the currents. Is there a way to turn them off permanently. The only app I have that I can think of that creates restore points is Revo Uninstaller and i've turned that option off.

Yes, by turning off system protection. See this tutorial.

Turn On or Off System Protection for Drives in Windows 10

If you want to keep system protection, but reduce the frequency then see:

Change System Restore Point Creation Frequency in Windows 10

If system protection is on then Windows Update also creates a restore point before installing a cumulative update.

I have no trouble turning it off. My problem is that it is turned back on the next morning when i turn the pc back on. This happens when no update is done. I have two desktops running 18975 and both have the same apps on them. Only one of them turn system restore back on every day.

Ah, an Insider build. If it insists on turning system restore back on, see if setting the frequency to weekly will stick.
(use 10080‬ minutes in the SystemRestorePointCreationFrequency DWORD, create it if it does not already exist).
