You know what?? I'm done with this. I'll just do a clean install. How do I do a reset or clean install using the most recent edition of win 10? Currently I have 1809. Do I download an iso?

After the clean install please make a backup image:
(Acronis, Aoemi, EaseUS, Macrium, Paragon)

Find a flash drive that you can format ( > or = 8 GB)
Create a bootable Windows 10 iso (1809)
Download Windows 10 ISO File | Tutorials
Download Windows 10

With the Windows 10 iso 1809 you can clean install.
After the clean install you can use the iso to perform in place upgrade repairs as needed.
And the iso can be used to troubleshoot other computers with the Windows advanced troubleshooting menu.

Having a backup image should allow you to perform trial and error steps.
If there are problems then restore the image.

Once Windows 1903 is released you can follow the same steps to create a Windows 10 iso.
Then if there are any problems with computer you can perform an in place upgrade repair, clean install, restore an image, etc.
