I don’t have version 1809 as I’ll wait until it’s ready to be automatically installed.
However, I would consider addressing the system restore problem vs. trying a system restore placement.
I would try the following
Go into System Restore settings.
Select Delete all restore points for this drive.
Then select Disable system protection.
--- Restart the computer.
Since you mention defender, I understand that means you are using Windows Defender.
--- It might sound obvious that is the case but I don’t like to assume anything.
--- If that’s the case, open Windows Defender Security Dashboard
--- If you see any yellow or red markers, let us know what they are.
--- If everything is checked with green checkmarks that’ll be great.
Depending on the results, go back and Enable system protection.
--- Restart the computer.
--- Watch for an Automatic restore point to be created on a daily basis.
--- Once you get one, create a manual restore point the next day.
--- Restart the computer.
Now’s the time to create a system image backup but that’s up to you.
The next day see if you can revert back to the Automatic restore point that was created before the manual restore point you created.
If that doesn't work, there's more to find out about but I haven't seen any consistent recommendations yet.

With Feb WU's due, consider cleaning out all the system restore points but leave Turn on System Protection on.
--- I just used Free up space now which now includes Deletes all System Restore points but you need to check it.
--- After the Feb WU's wait until an Automatic restore point is created.
--- You might get one right away or maybe in 7 days, not sure.
--- See what happens after that.
I hope you are getting an external HDD and plan on implementing a system image backup schedule either automatically or manually

When the computer is powered on what do you see?
What had happened that you needed to perform a system restore?
If you can boot windows had you considered an in place upgrade repair?

If you can only boot to the computer's Windows advanced troubleshooting menu had you considered a reset save files?

If you can boot to Windows then open administrative powershell and copy and paste:
1) sfc /scannow
2) dism /online /cleanup-image /restorehealth
3) chkdsk /scan
4) Get-ComputerRestorePoint
5) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

New External Hard Drive for Backups
I just purchased a new OWC 3.0TB Mercury Elite Pro USB 3 with USB+1 Storage Solution
Should get here this Thursday. Now I have to figure what backup software to use.
I like this one as it has a 7200 RPM Haitichi or Toshiba hard drive. Has an on/off switch on the back.
Pretty cool.

In my case I use Macrium Reflect Free

You could get the paid version if you wish but I'm not familiar with some of the advanced options.
I create a system image backup manually every month on the week before the 2nd Tue of the month so that the computer is ready for the upcoming WU's and I'm ready if there are any problems with any WU's: so far I've been fine but I never take it for granted that I could wish to skip any system image backups.
--- I do not leave my external HDD connected to my computer.
--- However I also use my external HDD when needed such as creating a system image backup for my son and my brother also along with some data that is applicable for my purposes.

Note that disk imaging is not the same as file backup, inasmuch as backups are only created as often as you create a disk image, solely considering how recent your backup is.
If you have critical or fast-changing projects where one day's or a week's work is key, then consider complementing disk imaging with an appropriate targetted file backup system - e.g. syncing files to cloud storage or whatever is most appropriate.

It just dawned on me if the 3TB HDD would suit your needs

You might want to review that article and see if you want to stay with the 3TB HDD: you might want to exchange it for a 2TB HDD. I've haven't had to use a HDD greater than 2TB, but you could ask for advice if you have any questions about staying with the 3TB HDD.
